SUMMARY

 

Under general direction, plans, organizes, oversees, coordinates, and executes reliable technologyservices to CSBA stakeholders.  Provide difficult and complex professional, technical, and administrative support related to all programs and activities of the networking, cloud-based environment, and support functions within Information Technology including installation, maintenance, and upgrade of required hardware and software, infrastructure, personal computers, and communications systems and facilities; responsible for security policy development and compliance; administers short and long-range planning activities; manages the effective use of department resources to improve organizational productivity and customer service; provides complex and responsible support to the Chief Technology Officer in areas of expertise; and performs related work as required.

Requirements

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Plans, manages, and oversees the daily functions, operations, and activities of the networking and support function within the Information Technology Department, including the installation, maintenance, and upgrade of the local area network, required hardware and software, cloud-based technology, infrastructure, personal computers, systems administration, database, administration, information technology security, and communications systems.
  • Participates in the development and implementation of goals, objectives, policies, and priorities for the department; recommends within departmental policy, appropriate service and staffing levels; recommends and administers policies and procedures.
  • Participates in the development, administration, and oversight of department budgets.
  • Develops and standardizes procedures and methods to improve and continuously monitor the efficiency and effectiveness of assigned programs, service delivery methods, and procedures; assesses and monitors workload, administrative, and support systems, and internal reporting relationships; identifies opportunities for improvement and recommends to the Chief Technology Officer.
  • Develops, integrates, operates and sustains IT capabilities (hardware, software, facilities) and support services.
  • Develops asset management processes that support the provisioning, tracking, reporting, ownership, and financial status of IT assets.
  • Manages Data center operations, consolidations, and relocations including planning, implementing and testing for disaster recovery.
  • Manages and participates in the administration and maintenance of the Association’s information technology infrastructure, including on premise and cloud-based IT services, systems, and applications.
  • Evaluates, selects, and recommends Association-wide computer purchases; develops long-term information systems strategies to plan for and control upgrades and growth; evaluates and recommends new technologies; and encourages innovation among technical staff in the utilization and implementation of ideas and techniques.
  • Evaluates and implements cost-effective cloud strategies to provide service, including migration of existing services from on premise to cloud where it makes sense.
  • Implements technical strategy, architecture, and design by incorporating emerging technologies such as virtualization, cloud and utility computing, IP telephony, and IPv6 planning and migration.
  • Manages infrastructure and operations security through network and application firewalls, authentication, identity and privilege management, and intrusion detection and prevention.
  • Manages CSBA data infrastructure, including database administration and data architecture.
  • Provides Service level management through the development of processes, people, technology, and service level and operating level agreements.
  • Resolves computer system related problems as they occur; provides direction and technical supervision to internal staff and external consultants whose work involves network systems related tasks and work methods.
  • Provides high-quality internal customer service and performs technical support, installation, maintenance, and repair of computers and other information systems equipment.
  • Manages Service desk, help desk, and call center development, implementation, operations, and process improvement.
  • Assists the Chief Technology Officer with special projects as assigned; participates in deliberations to address Association operational issues as they relate to information technology, and in the development of management recommendations for consideration by the Assistant Executive Director, Association executive management, and the Association Board.
  • Develops and implements information technology policies and procedures including network and application firewalls, authentication, identity and privilege management, and intrusion detection and prevention.
  • Negotiates and administers contracts with private vendors to provide Association services.
  • Provides highly complex staff assistance to the Chief Technology Officer; prepares and presents reports to various commissions, committees, and boards.
  • Conducts a variety of organizational and operations studies and investigations; recommends modifications to assigned program, policies, and procedures, as appropriate.
  • Attends and participates in the professional group meetings; stays abreast of new trends and innovations in information technology; researches emerging products and enhancements and their applicability to Association needs.
  • Monitors changes in regulations and technology that may affect operations; implements policy and procedural changes after approval.
  • Receives, investigates, and responds to difficult and sensitive problems and complaints in a professional manner; identities and reports findings and takes necessary corrective action.
  • Reads and demonstrate an understanding and adherence to CSBA values, policies, and practices.
  • Demonstrate respect, honesty and professionalism at all times.

QUALIFICATIONS

 

Knowledge of:

  • Administrative principles and practices, including goal setting, program development, implementation, and evaluation, and project management.
  • Information technology systems, database management, policies and procedures, including computer networks, cloud-based environments, personal computers, telecommunications, copiers, and other electronic automation systems.
  • Premise capabilities including network engineering, voice and data services, security, physical and virtual server maintenance, network and system architecture, server management and performance tuning
  • Data center operations, consolidations, and relocations including planning, implementing and testing for disaster recovery
  • Hardware and software characteristics of various computer systems and a general understanding of system features and their integration capabilities.
  • Deploying to and managing cloud-based environments including Microsoft Azure, Amazon Web Services, and Google Cloud Platform.
  • Principles and practices of budget development and administration.
  • Principles and practices of employee supervision, including work planning, assignment, review and evaluation, and the training of staff in work procedures.
  • Applicable Federal, State, and local laws, regulatory codes, ordinances, and procedures relevant to municipal financial operations.
  • Organization and management practices as applied to the analysis and evaluation of IT infrastructure and operational needs of the assigned divisions.
  • Principles and practices of contract administration and evaluation.
  • Recent and on-going developments, current literature, and sources of information related to the operations of the assigned division.
  • Principles and procedures of recordkeeping.
  • Modern office practices, methods, computer equipment and computer applications related to the work.
  • English usage, grammar, spelling, vocabulary, and punctuation.
  • Techniques for effectively representing the Association in contacts with governmental agencies, community groups, and various business, professional, educational, regulatory, and legislative organizations.
  • Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and Association staff.

 

Ability to:

  • Apply industry best practices in IT Service Management (ITSM), including IT Infrastructure Library (ITIL)

  • Organize, manage, implement, and maintain efficient and effective automated systems to ensure the reliability and integrity of the computer infrastructure.

  • Organize and prioritize a variety of project and multiple tasks in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines.
  • Operate modern office equipment including computer equipment and specialized software applications programs.

 EDUCATION & EXPERIENCE

  • Any combination of training and experience equivalent to an bachelor’s degree or higher with major coursework in computer science, management information technology, or a related field with five (5) years of experience in the development and administration of computer systems, telecommunications systems, and local area networks. 

 

ENVIRONMENTAL ELEMENTS & PHYSICAL DEMANDS

  • Employee works in a primarily sedentary office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances.
  • Employee is personally responsible for following health and safety guidelines, instructions, and policies.
  • Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and computer screen, and hearing and speech to communicate in person, and over the telephone; must be able to bend, stoop, kneel, reach, push and pull drawers open and closed in the execution of duties.
  • Must be able to sit at computer for long periods of time and have the dexterity to access, enter, and retrieve data using a computer keyboard or calculator, and operate standard office equipment.
  • Employee must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds, hand truck available to assist.
  • Must be expected  to travel overnight on occasion throughout the state of California.
  • Must have the dexterity and mobility to facilitate or present information to a group, access, enter, and retrieve data using a computer keyboard or calculator, and operate standard facilitation equipment.

 

LICENSES & CERTIFICATIONS

Possession of, or ability to, obtain a valid California Driver’s license by time of appointment.
