Under the general direction of the Chief Technology Officer, the Sr. Project Manager will lead major strategic technology projects within the organization.  This position will develop technical solutions to business needs by defining, analyzing, and documenting business requirements, and recommending and communicating system controls and protocols clearly to leadership and staff.  This position researches and analyzes issues in education using complex understanding of the education field, data analysis, project management and strategic planning for the organization.  This position will organize, guide and direct the activities of the cross-functional project teams and prioritize tasks to meet deliverables and commitments on time.


Essential Duties & Responsibilities


  • Assists with strategic planning and project management of organizational projects and programs. 
  • Assists in the development, collection and analysis of surveys, focus groups, and other data collection.
  • Able to make connections between issues, trends, and current events and prepare and present advisory positions.
  • Conduct policy research and synthesize data to support Association initiatives.
  • Creates, analyses and validates detailed functional specifications.
  • Monitors changes in association markets and technology that may affect Association or departmental operations; implements policy and procedural changes as required.
  • Determines operational objectives by studying business functions; gather information, evaluating output requirements and formats.
  • Identifies business trends utilizing real data, compile analysis reports that are delivered to developers and then follow-up on all results.
  • May be assigned a variety of complex project work that may require collaboration with multiple stakeholders.
  • Defines project requirements by identifying project milestones, phases, and elements; forming project teams; establishing project budget.
  • Monitors project progress by tracking activity; resolving problems; publishing progress reports; recommending actions.
  • Recommends information technology strategies, policies, and procedures by evaluating organization outcomes; identifying problems; evaluating trends; anticipating requirements.
  • Maintains user confidence and protects operations by keeping information confidential.
  • Represents CSBA internally and externally using the CSBA Staff Values in all situations.
  • Contributes to the Association’s organization and strategic development goals and objectives and overall agenda and direction by developing and applying subject matter expertise in assigned areas; participates in the short and long term strategy and direction for the department
  • Establish relationships with external partners and key stakeholders. Participates in the development and implementation of goals, objectives, policies and works on short and long term strategy and direction for the department.
  • Monitors changes in regulations, legislative issues, education policy trends and innovations.
  • Maintains current understanding of education industry, from state laws to local district politics.

Knowledge of:

  • Research, analytical and statistical experience, including both qualitative and quantitative analysis.
  • Project Management practices, procedures and methodology
  • Administrative principles and practices, including goal setting, program development, implementation, and evaluation.
  • School Board, School District and County Board organization and work.
  • California’s Education System, overall Education Policy knowledge
  • Federal, state, and local government organizations, research methods and techniques, including planning of studies and investigations, statistical procedures, general principles, concepts and terminology used in research.

Ability to:

  • Lead large teams consisting of various types of roles and skill sets.
  • Facilitate and coordinate meetings in an effective manner.
  • Effectively capture business needs and objections in functional and non-functional business requirements for a system and/or process/workflow.
  • Communicate project status to key stakeholders; document and communication key decisions.
  • Plan, coordinate and facilitate meetings and events around complex education issues.
  • Research, analyze, and write reports
  • Maintain high standards with regard to content and form of written work.
  • Work both independently and in collaboration with colleagues to meet individual and team goals.

Education & Experience

  • Any combination of training and experience equivalent to a Masters degree or higher with major coursework in education leadership and policy analysis, public policy research and analysis, government, political science, or related field or equivalent education and/or experience and five (5) to seven (7) years of experience in education policy research and analysis; business analytics and information technology; and project management. Project Management certification desired.   


Environment Elements & Physical Demands

  • Employee works in a primarily sedentary office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances.
  • Employee is personally responsible for following health and safety guidelines, instructions, and policies.
  • Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and computer screen, and hearing and speech to communicate in person, and over the telephone; must be able to bend, stoop, kneel, reach, push and pull drawers open and closed in the execution of duties.
  • Must be able to sit at computer for long periods of time and have the dexterity to access, enter, and retrieve data using a computer keyboard or calculator, and operate standard office equipment.
  • Employee must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds, hand truck available to assist.
  • Must be able to travel overnight on occasion throughout the state of California.
  • Must have the dexterity and mobility to facilitate or present information to a group, access, enter, and retrieve data using a computer keyboard or calculator, and operate standard facilitation equipment.


Licenses & Certifications

  • Possession of, or ability to, obtain a valid California Driver’s license by time of appointment.
